Instructions:

1. Preheat your oven to 350°F (175°C).

2. In a large skillet, heat the vegetable oil over medium heat. Add the chopped onion and diced carrots, and sauté them until they become tender and slightly golden.

3. Add the beef steak pieces to the skillet and cook them until they are browned on all sides. This will take about 5 minutes.

4. Pour the beef broth into the skillet and bring it to a simmer. Let it cook for about 10 minutes, allowing the flavors to meld together.

5. While the beef is simmering, let's prepare the pudding dough. In a mixing bowl, combine the all-purpose flour, baking powder, and salt. Mix them well.

6. Gradually add the cold water to the flour mixture, stirring with a fork until it forms a soft dough. You may need to use your hands to knead the dough gently.

7. Roll out the dough on a floured surface until it's about 1/4 inch thick. Cut it into a circle that will fit the top of your pudding dish.

8. Transfer the beef and vegetable mixture from the skillet into a deep ovenproof dish. Place the dough circle on top, covering the filling completely.

9. Cover the dish with aluminum foil and place it in the preheated oven. Let it bake for about 1 hour and 30 minutes, or until the dough is golden brown and the filling is bubbling.

10. Carefully remove the dish from the oven and let it cool for a few minutes. Serve the Beef Steak Pudding warm and enjoy!
