Instructions:
1. In a saucepan, pour the heavy cream and add the sugar. Place the saucepan over medium heat and stir until the sugar dissolves completely. This should take about 5 minutes.
2. Remove the saucepan from the heat and stir in the vanilla extract. Set it aside for a few minutes to cool down slightly.
3. In a separate small bowl, sprinkle the gelatin powder over the cold water. Let it sit for about 5 minutes until the gelatin absorbs the water and becomes soft.
4. Now, gently warm the gelatin mixture by placing the bowl in a larger bowl filled with hot water. Stir until the gelatin completely dissolves.
5. Pour the gelatin mixture into the saucepan with the cream mixture. Stir well until everything is combined.
6. Divide the mixture evenly into 4 serving cups or ramekins. You can use fun-shaped molds if you like!
7. Let the panna cotta cool down to room temperature, then cover each cup with plastic wrap and refrigerate for at least 4 hours, or until it sets completely.
8. Once the panna cotta is set, you can serve it as it is or add some toppings like fresh berries, chocolate sauce, or caramel sauce. Yum!
